I think part of it has to do with trying to prepare players for NBA play. While NCAA basketball is a destination for a lot of student-athletes, there are a lot of post-collegiate leagues that are playing with professional rules and think this is why NCAA chose to go this direction. Well, that and it should help to increase scoring.

Creeping dangerously close to resembling NBA style play. Let them run their offense, not just run and gun!
